Parliamentary Committees and Groups
We work closely with a range of parliamentary committees and groups, including the APPGs, on the issues that matter most to our members.
Upcoming consultations
Deadline | Consultation | Summary | Regulator | TPA responding |
|---|---|---|---|---|
18 November 2026 | CP26/36 Cryptoasset Perimeter Guidance | CP26/36 proposes PERG updates reflecting the Cryptoassets Amendment Regulations. The main areas are:
Decentralisation: The perimeter is technology-neutral. DeFi, DAOs or smart contracts don’t by themselves remove a “person” carrying on a regulated activity. The “by way of business” and UK territorial tests are applied to each participant. Safeguarding exclusions: These cover temporary settlement (likely under 24 hours), UK qualifying stablecoins held for payments, backing assets, and CSDs. Stablecoins: A new “UK qualifying stablecoin” sub-type, the stablecoin vs e-money distinction, and dealing/arranging exclusions. Trading: Exclusions for proprietary trading and QCATP market makers. Technical services: A narrow arranging exclusion. | FCA | TBD |
18 November 2026 | GC26/7 Decentralised Finance (DeFi) | GC26/7 proposes non-Handbook guidance on how existing operational resilience and financial crime rules apply when firms use DeFi. It creates no new requirements. The main areas are:
Perimeter: Calling something DeFi doesn’t avoid authorisation. The guidance cross-refers to CP26/36. Operational resilience (SYSC 15A): Identifying important business services, mapping dependencies such as protocols, oracles and bridges, scenario testing, client communications and third-party risk. Financial crime (SYSC 6/MLRs): Risk assessments, CDD/EDD, monitoring for mixers, bridges and sanctions exposure, SARs, and Travel Rule compliance for non-custodial wallets. | FCA | TBD |
December 2026 | APP scams policy roadmap
| The PSR will consult on changes to its APP scams reimbursement policy, informed by Frontier Economics’ independent evaluation and summer stakeholder engagement, covering how to treat claims that run past 35 business days and “returns from investment,” new annual data collection on the platforms and services fraudsters use to target victims, and clearer guidance on the consumer standard of caution, civil disputes and me-to-me payments | PSR | TBD |
