HM Treasury has launched a consultation on Modernising Payment Services Regulation, seeking views on how the UK’s regulatory framework for payment services should evolve to reflect changes in technology, business models and the wider payments landscape.

The consultation considers how the UK can maintain a regulatory framework that supports innovation and competition while ensuring appropriate levels of consumer protection, market integrity and financial stability.

The consultation covers:

• How the UK’s payment services regulatory framework can be modernised and made more effective.
• The regulatory treatment of emerging payment technologies and business models.
• How regulation can support innovation while maintaining appropriate consumer protections.
• Opportunities to improve clarity, consistency and proportionality across the regulatory framework.
• How the UK can ensure its payments regulation remains fit for purpose as the industry continues to evolve.

The consultation is an important opportunity to shape the future of payment services regulation in the UK and ensure that the regulatory framework reflects the realities and opportunities of a rapidly changing payments ecosystem.

The consultation closes on 6th October.
