UK regulatory regime for fiat-backed stablecoins

The UK’s new cryptoasset regime will regulate qualifying cryptoassets and stablecoins under FSMA from October 2027.

The Financial Services and Markets Act 2000 (Cryptoassets) Regulations 2026 (the Crypto SI) were made on 4 February 2026 and set out how activities relating to “qualifying cryptoassets” (“QCs”) (including qualifying stablecoins) will be regulated under FSMA.  They come into full force on 25 October 2027. Amendments to the Crypto SI have already been proposed by HM Treasury, and draft regulations have been published.
